The modernization of an aging 50+ year-old building that will allow Portland Housing Authority to continue to provide high-quality, energy efficient affordable apartments for 120 senior households for the next 50+ years.

Harbor Terrace is undergoing a major rehabilitation that will improve the overall quality of life of our residents while reducing reliance on fossil fuels and overall energy consumption. Rehab work includes:

  • Replacement of the brick exterior with a new airtight insulated material

  • Installation of more energy-efficient windows

  • Installation of energy-efficient, all-in-one heating/cooling/ventilation units in each apartment

  • Conversion of additional units to improve accessibility

  • New cabinets and kitchen counters

  • New resident amenities including indoor bike storage, a craft room, and exercise room

  • Development of a new pedestrian plaza in front of the building

  • Installation of a bus shelter and electric vehicle (EV) chargers

  • Improved landscaping and exterior lighting

Energy Efficiency

Several energy efficiency measures including a new air sealed insulated exterior, new windows, modernized mechanical systems, and low flow water fixtures will help reduce the energy consumption of this property by up to 30% and a reduction of greenhouse gas emissions by 26%.

Accessibility

Interior renovations of Harbor Terrace units allows for an increase in fully accessible or accessible-convertible units from 8 to 24, and increased accessibility for the remaining 96 units.

Outdoor Amenities

The proposed project includes a new pedestrian plaza along Danforth Street, a new covered bus shelter, smoker shelter, and Level 2 EV chargers.

Affordable Housing

At a time when Portland needs affordable housing more than ever, this project will preserve 120 restricted homes for low-income households.

Fair Housing

Harbor Terrace will implement the Fair Housing Act's statutory mandate to affirmatively further fair housing (AFFH) by proactively taking action to overcome patterns of segregation, promote fair housing choice, eliminate disparities in opportunities, and foster inclusive communities free from discrimination.
